here is an unexpected conclusion for you: screw the ipo's and buy some real estate asap. as soon as such a law is enacted, the mortgage prices will jump ~2%.
arguably, in NY, prices will never quite follow the way you expect them to ;) just for kicks, look how much more you will have to pay if the fixed rate for a 30yr loan jumps from, say, 6% to 8%.
